The housing stock
The Spanish Village by the Sea
Ole Hanson founded San Clemente in 1925 with an unusual rule: every building in the Spanish Colonial Revival style, white stucco and red tile roofs, with plans sent to an architectural review board. The city incorporated in 1928, and the look still runs through the older parts of town.
Remodeling those houses means keeping the character outside and bringing the kitchen and bathrooms up to date inside. Newer neighborhoods on the hills, mostly from the 1980s on, are the more usual full kitchen and bath jobs.

Permits and license
Who pulls the permit
- The city reviews it. A remodel in San Clemente that moves plumbing, electrical or a wall needs a building permit from the city. We say at the estimate if your job needs one, and we pull it.
- The coast adds a layer. Parts of the city sit in the California coastal zone. Additions and exterior changes there can need a coastal development permit as well as the building permit. Interior kitchens and baths usually do not.
- The old town keeps its look. Exterior changes in the city’s historic and architectural overlay areas go through design review, so a new window or door has to match the Spanish Colonial style. Interior work follows the normal permit path.
- The license is ours to hold. New Horizon Repair Services holds California CSLB License #1151716, Class B General Building. You can look it up on the CSLB site before you sign anything, and you should.
- The scope is written before work starts. You get the estimate in writing, and work starts when you approve it.
