The housing stock
A temperance colony that became a post-war suburb
Westminster was founded in 1870 by the Reverend Lemuel Webber as a Presbyterian temperance colony, and it incorporated in 1957. Most of its houses went up around that time, in the tracts of the late 1950s and 1960s, and it is now home to much of Little Saigon.
Houses of that age usually have small kitchens and bathrooms on lots with room in the back, which is why ADUs and garage conversions come up as often as kitchen and bathroom work.
What we do here

Permits and license
Who pulls the permit
- The city reviews it. A remodel in Westminster that moves plumbing, electrical or a wall needs a building permit from the city. We say at the estimate if your job needs one, and we pull it.
- ADUs follow state rules. California law sets most of what an ADU or garage conversion can be, and the city reviews it through the building permit. We check setbacks, parking and utilities on your lot at the estimate.
- The license is ours to hold. New Horizon Repair Services holds California CSLB License #1151716, Class B General Building. You can look it up on the CSLB site before you sign anything, and you should.
- The scope is written before work starts. You get the estimate in writing, and work starts when you approve it.
